Eagles Promote Adam Berry to Assistant GM in Sweeping Front Office Overhaul

Howie Roseman is arguably the league’s best GM, so when someone is promoted to learn from him, NFL owners take notice. The Philadelphia Eagles have found their replacement for Alec Halaby, and they did not have to look far.

The Eagles are promoting Adam Berry from vice president of football operations and strategy to assistant general manager, NFL Network’s Mike Garafolo and Ian Rapoport reported Tuesday. The team officially confirmed the move on Wednesday afternoon as part of a broader front office restructuring that included more than a dozen title changes and new hires. 

Berry, the twin brother of Cleveland Browns GM Andrew Berry, joined Philadelphia in 2023 as director of football operations and strategy after a 14-year career at Goldman Sachs, where he last served as managing director and head of U.S. loan trading. He was elevated to VP of football operations and strategy after just one year in the building, and now, three years removed from Wall Street, he holds one of the most senior roles in one of the NFL’s most decorated front offices.

What Are the Odds?

The Eagles had a first-round playoff exit last season but seem motivated to address their issues with play-calling and the injured offensive line. Currently, BetUS NFL odds have the Birds at +115 to win the NFC East, and have an over/under win total of 10.5 games (+120).

New Hire Impact

Berry, 39, brings an unconventional background to the role. A Princeton wide receiver who was named team captain his senior year, he took a more direct path to the NFL than his brother, who spent years as a pro scout and personnel director with the Colts and Browns before becoming the youngest GM in league history when Cleveland hired him in 2020. Adam’s rise has been even faster. Four years after leaving finance, he now stands as one of GM Howie Roseman’s two primary lieutenants alongside assistant GM Jon Ferrari, who recently signed a contract extension.

The promotion fills the vacancy left by Halaby, a 17-year Eagles veteran who stepped down on April 28 to begin what he called “a new professional chapter.” Halaby’s departure came one day after senior vice president Bryce Johnston left to join the Atlanta Falcons, giving the Eagles two openings at the top of their front office in 48 hours.

His influence extended across nearly every facet of the operation: pro and college scouting, salary-cap management and resource allocation, contract negotiation and structuring, analytics-driven roster building, and player development, according to Sports Illustrated’s John McMullen. 

The assistant GM title also provides institutional protection. Under NFL rules, other teams cannot interview Berry for lateral positions; only a full GM opening would allow him to be poached. Should the Eagles eventually lose him to a general manager role, they would be compensated with two compensatory third-round picks.

The Berry promotion was not the only notable move the Eagles announced Wednesday. The team also hired Mike Maccagnan, the New York Jets’ general manager from 2015 to 2019, as a personnel executive, bringing more than 25 years of NFL experience into Roseman’s operation. Joe Douglas, a former Eagles VP of player personnel who later spent six seasons as Jets GM, also returned to Philadelphia with a promoted title as senior VP of player personnel.
