Federal Case Against Man Accused Of Stalking Liv Morgan Officially Closed

The federal criminal case against the man accused of stalking WWE star Liv Morgan is officially over.

New court documents out of the U.S. District Court for the Middle District of Florida show that Shawn Chan’s case has been closed after a judge found him not guilty by reason of insanity following a stipulated facts bench trial held on June 18.

The court determined that Chan had been stabilized from his previous psychotic state, had been deemed competent by medical professionals, and no longer posed a danger to the community or to Liv Morgan.

“Defendant met his burden of establishing by a preponderance of the evidence that his release would not create a substantial risk of bodily injury to another person or serious damage of property of another due to a present mental disease or defect. Namely, Defendant has been stabilized from his prior psychotic state and been deemed competent by medical source providers. As such, he poses no danger to the community or to the victim in this case.”

Because there was already an ICE detainer in place, Chan was released from the custody of the United States Marshal and transferred to Immigration and Customs Enforcement. The documents also noted that Chan does not oppose the immigration hold and wants to return to Canada. Federal prosecutors agreed with the findings and did not challenge the assessment.

“Defendant does not oppose the immigration detainer and desires to return to Canada.”

“The Government concurred in this assessment and offered no evidence to rebut this showing.”

The court then formally ruled that Chan’s release would not present a substantial risk to others and ordered the matter closed.

“Accordingly, it is ORDERED as follows: 1. The Court finds the Defendant’s release would not create a substantial risk of bodily injury to another person or serious damage of property of another due to a present mental disease or defect.”

Chan had been arrested in connection with allegations that he stalked Liv Morgan. The case drew attention due to Morgan’s status as one of WWE’s biggest stars, but with this latest ruling, the criminal proceedings have officially come to an end.

While Shawn Chan remains in ICE custody and hopes to return to Canada, the federal case itself is now in the books after the court determined he no longer poses a threat and prosecutors declined to oppose that conclusion.
