Mass. driving instructor sentenced for bribing RMV examiner

A Brockton driving instructor was sentenced to time served in connection with a scheme in which he admitted to bribing a Registry of Motor Vehicles worker to issue driver’s licenses to applicants who did not pass their road tests.

Carlos Cardoso, 72, was sentenced Monday in U.S. District Court, according to a statement from the U.S. Attorney’s Office.

According to prosecutors, Cardoso owned a driving school in Brockton and paid cash bribes totaling more than $20,000 to a road test examiner at the Brockton RMV. In exchange, the examiner passed individuals on their road test even when they did not qualify; some didn’t even show up to take the test.

Cardoso was arrested in May 2025 and pleaded guilty in July 2025 to charges of honest services mail fraud and conspiracy to commit honest services mail fraud. He will spend the next two years on supervised release, with the first six months under house arrest.
